The healthcare administrative authority issuing an emergency decree cannot restrict activities or impose blanket rules solely by referring to the current epidemic situation in the region without providing further justification. 2. Unless the entire State is officially deemed the centre of an infectious disease outbreak, it cannot be presumed without further evidence that everyone is a suspected infectious person.
