Summary
Digital modernization or transformation of systems and operations underpinning Intellectual Property Office (IPO) operations is complex. These systems span extensive front-office e-filing portals, back-office examination, and records management systems. Modernizing such critical and complex infrastructure is a formidable task, technically, operationally, and strategically. Looking to the future of developing and applying emerging technologies can be equally daunting. This report is motivated by the recognition that Heads of IP Offices can benefit greatly from exchanging best practices to drive digital modernization and transformation effectively within their tenure and beyond. For many who have led major projects, a common reflection has been, “What I wish I had known about digital modernization or transformation in an IPO before getting started.” This report seeks to bridge knowledge gaps by: Identifying the specific operational and organizational characteristics of IP Offices; Showcasing experiences of digital modernization and transformation efforts; Synthesizing lessons learned; and, Preparing IPOs for modern and emerging technologies.
