As US patent reform stalls again, a group of politicians are pushing for stand-alone patent fee legislation. Rebecca Evans reports "I think that is stunningly disappointing, that'd you'd rather not have the money," barked Democrat Congresswoman Zoë Lofgren at David Kappos, director of the US Patent and Trademark Office, at a hearing in early May.
