This chapter examines the impact of the relationship between WIPO and the EU on the development of intellectual property norms in the EU. This discussion considers the effects of WIPO’s norm-making activities, over-arching policies and basic practices. In addition, some EU policies and decisions are examined for their reciprocal influences on WIPO practices and norm-making activities. In light of the strong link between the EU and WIPO, the autonomy of the EU has been called into question.
