《2023年全球创新指数》（GII）在充满不确定性的经济和地缘政 治环境背景下为创新把脉｡ 通过跟踪最新的全球创新趋势，GII发现，尽管局势动荡不安，风 险资本投资下滑，但由于数字时代和深度科学创新浪潮方兴未艾， 机会比比皆是｡ 2023年GII的核心内容是对132个经济体的创新表现进行排名，强 调各经济体的优势和劣势，揭示谁在全球创新领域处于领先地位。 此外，它还查明了全球百强科技集群｡ GII是创新政策的“行动工具”。世界各国政府利用GII来确定创新 表现基准，完善创新衡量指标，并最终形成循证创新决策｡ 在联合国可持续发展目标的背景下，自2019年以来，GII已被联合 国大会确认为衡量创新的基准，包括近来在流行病后的环境中｡
