Cases are classified into categories, of which there are nine, as defined by the international Ombudsman Association (IOA). This system of categories, which has been adopted by most United Nations and associated organizations, allows for a common terminology to be used, thereby making comparisons possible and allowing each organization to position itself within its ecosystem.
