工业品外观设计国际注册体系由本协定管理。该体系有两方面的目标。首先，它提供了一种可能性，即通过向产权组织国际局提交一件单一的申请，即有可能在多个国家为工业品外观设计取得保护。其次，通过一项在多个国家有效的单一注册，大大简化了对所得保护的后期管理。
