"The responsiveness of the patent system to fundamental moral values is severely limited by a global structural problem. The main patent jurisdictions can expand the operation of the patent system, but not decrease it. If the operation of this global regulatory ratchet is to be made consistent with citizen sovereignty, international co-ordination will have to occur. Crisis is likely to be the trigger for this co-ordination".
