This report from the 91st session of the International Labor Organization (ILO) conference examines recent legislation, policies, and practices reflecting new approaches to learning and training. The document was intended to foster discussion regarding a revision of the ILO standard on human resources training and development. Chapter I examines economic and social benefits of learning, education, and training in production of goods and services and the goal of full employment. It reviews the use of education and training to enhance productivity and competitiveness in knowledge and skill-based economies. Chapter II gives an overview of five principles that underlie contemporary human resources development and training policies, laws, and practices. Chapter III defines basic education and training concepts and reviews recent basic education and initial training reform in developing and developed countries. Chapter IV examines policies, legal developments and practices aimed at encouraging learning and training opportunities for workers with a focus on the maintenance and improvement of an individual's employability. Chapter V provides examples of current and emerging priorities and practices in international cooperation in human resources development and training.
