"Attracting foreign capital, by conferring more intellectual property rights than foreigners enjoy at home, has always been the policy of Hong Kong under British and now Chinese sovereignty. Piracy has always been a problem of physically locating mobile defendants, not a legal or enforcement issue. Government initiatives first raised mid-1999 highlight how protecting too much information can, amongst other negatives, undermine the objective of attracting foreign investment".
