"This article examines the proposals of the European Union for a Directive to harmonise copyright law. A large part of the impetus for the Directive is the need for legal provisions which take into account recent technological developments, such as the Internet and digitisation. A particular concern is the threat that they offer to copyright material. The proposals favour rightholders such as authors at the expense of the access needs of the general public. They also seem to offer only limited improvements in terms of harmonisation".
