"The European Convention on Human Rights and Biomedicine 1997 represents an important first attempt at harmonising the regulation of the medical applications of biotechnology. However, purporting to give primacy to the needs of the individual over those of society, it is debatable whether the Convention has met this aim, or whether this is an appropriate basis for successful regulation."
